City of Plattsburgh Announces Successful Bond Sale and Credit Rating Upgrade

The City of Plattsburgh announces the completion of a $17,441,890 serial bond issue, coinciding with a significant upgrade in its credit rating by Moody’s Investors Service. Moody’s has elevated the City’s issuer and General Obligation Limited Tax (GOLT) bond ratings from A3 to A2 and improved the City’s Bond Anticipation Note (BAN) rating from MIG 2 to MIG 1. This new rating applies not only to the 2024 bond issue but extends to all outstanding City debt, underscoring enhanced financial health and sound fiscal practices.

The City of Plattsburgh is planning to open an interim “Downtown Transportation Center” that will serve as a hub for regional bus services such as FlixBus (Greyhound) and Trailways. Plattsburgh City Mayor, Christopher Rosenquest is looking to create a commission to explore the future of the City’s form of government. Currently, the City operates under a “Strong Mayor” model. A Strong Mayor form of government is defined by a Mayor who acts as the Chief Executive Officer as well as the Presiding Officer of the legislative body — in Plattsburgh’s case, the City Common Council.
