Notice is hereby given that the City of Plattsburgh will accept sealed bids for:
Margaret Street Reconstruction Project
DPW 2023-001
The Owner is the City of Plattsburgh, Engineering & Planning, Department of Public Works and the work site is located in the City of Plattsburgh, Clinton County, New York. The projects limits are the intersections of Margaret Street at Broad Street and Margaret Street at Cornelia Street. The proposed project also includes Brinkerhoff Street from Margaret Street to Beekman Street and Court Street from Margaret Street to Beekman Street.
The proposed project will be the complete reconstruction of Margaret Street from Broad Street to Cornelia Street and the complete reconstruction of Brinkerhoff Street and Court Street from Margaret Street to Oak Street. The project will also include an Add Alternate for a Multi-use trail on Brinkerhoff and Court Streets from Oak Street to Beekman Street. The project approach will address utility and safety issues on these streets within the City of Plattsburgh. Improvements include upgrades to all major utilities, new or replacement pedestrian signals and related equipment, construction of sidewalks and curb ramps, crosswalk striping, signing, and upgrades to signal lights and signal control boxes.
Plans and specifications may be examined on or after January 20th, 2023 at the Office of the City Clerk (41 City Hall Place) between the hours of 8:30 am and 4:30 pm weekdays, except holidays or by visiting the City of Plattsburgh website: www.cityofplattsburgh-ny.gov and click on "Bid Opportunities". All contractors who intend to submit a bid package are required to register on the web site.
No questions or inquiries regarding this bid will be accepted within three (3) business days prior to the bid opening.
Contractors that obtain Contract Documents from a source other than the issuing office must notify the issuing office in order to be placed on the official Plan Holder List, to receive Addenda and any other Bid correspondence. Bids received from Contractors other than those on the official Plan Holders List will not be accepted.
Addenda will be emailed from C&S Companies to Bidders listed on the official Plan Holders List. An emailed response from the Bidder, to the Addendum sent by C&S Companies will act as proof that the Bidder received the Addendum. In addition to an emailed response, Bidders must acknowledge receipt of all Addenda by signing and dating each Addendum and the Acknowledgement of Receipt of Addenda, both to be contained in the Bid Form in the Contract Documents. Failure of any Bidder to receive any such Addendum or interpretation shall not relieve such Bidder from any obligation under this Bid submittal. All Addenda so issued shall become part of the Contract Documents.
A pre-bid meeting and walkthrough is scheduled for February 9th, 2023 at 11:00 am. Any party interested in attending should meet at the Upper Court Street Parking lot located at the intersection of Margaret Street and Court Street.

Bidder is to promptly notify The City of Plattsburgh or C&S Companies of any errors, omissions, conflicts, ambiguity, etc. in/among contract documents.
All bids must include the completed Bid Form, Non-Collusive Bidding and Disbarment Certifications, and Lobbying Certifications. This is a unit price bid as described in the Instructions to Bidders. No bidder may withdraw his/her bid within forty-five (45) calendar days after the actual date of the opening thereof.
Each proposal from a Contractor shall be accompanied by a bid bond or certified check in the amount of five percent (5%) of the total bid. By submitting a bid proposal for the project, the contractor acknowledges that said bid cannot be withdrawn within 45 days of letting. Each contractor will be required to submit both a completed Non-Collusion form as well as a completed Lobbying Activities Form, both of which can be found in Appendix 12-1 of the Contract Documents.
The Common Council of the City of Plattsburgh will receive sealed bids at the City of Plattsburgh Clerks Office located at 41 City Hall Place, Plattsburgh, NY no later than 2:00pm on February 21st, 2023 at which time and place all bids will be publicly opened and read aloud. Bids received after the above noted time will not be accepted. All sealed envelopes should be clearly labeled “PROJECT NO.: DPW 2023-001, MARGARET STREET RECONSTRUCTION, CITY OF PLATTSBURGH, CLINTON COUNTY, NEW YORK,” but otherwise unmarked.
The City of Plattsburgh reserves the right to consider the bids for forty-five (45) days after receipt before awarding any Contract, and to waive any minor informalities in, and to reject, any and all bids, and to accept the lowest responsible bid. All bids are subject to final review and approval by the City of Plattsburgh before any award of contract may be made. Receipt of bids by the City of Plattsburgh shall not be construed as authority to bind the City of Plattsburgh.
The Bidder to whom the Contract is awarded will be required to furnish Performance, Payment and Guarantee Bonds from an acceptable Surety Company for an amount not less than 100% of the accepted bid.
