City PD Arrest 2 for Possession of Fentanyl





“City Police arrest two in possession of 170 bags of Fentanyl with street value of $10,000” 


DATE OF RELEASE: June 8th, 2017

TIME OF RELEASE:  12:00 pm

On Tuesday, June 6th, 2017 Members of the Plattsburgh Police Department Narcotics Unit, with assistance from the New York State Police K-9 unit and the Adirondack DEA Task Force, stopped a vehicle on Interstate 87 near the City of Plattsburgh. During the subsequent investigation officers located and seized 170 individually wrapped packets of Fentanyl; which is an opioid medication. The two occupants of the vehicle attempted to prevent officers from finding the bags of Fentanyl by throwing them from the vehicle as officers approached.

As a result of the investigation police arrested the following individuals:

Ekeem O.S. Williams, age 25 of Schenectady New York 

Charged with:

Criminal Possession of a controlled substance 3rd degree a class “B” felony

Tampering with physical evidence a class “E” Felony

Williams appeared before the Hon. Mark Rogers in Plattsburgh City Court and were committed to the Clinton County Jail under $50,000 cash bail or $250,000 bond. 

Franciene L. Smith, age 46 of Duanesburg New York 

Charged with:

Conspiracy in the 4th degree a class “E” felony

Tampering with physical evidence a class “E” Felony

Smith was released on an appearance ticket schedule for a June 29th court date in the Town of Plattsburgh Court.

Fentanyl is a rapid-acting synthetic opiate that can depress the central nervous system (CNS) and respiratory function. Fentanyl is estimated to be 80 times as potent as morphine and hundreds of times more potent than heroin. Its potency can be fatal. The Plattsburgh Police department warns our residents that this drug is possibly being sold here. The packages seized during this arrest were pink folded glassine envelopes.  Users who purchase this drug, which is packaged and sold as heroin, place themselves in significant risk of overdose and/or death.
